I'm personally not a huge fan of using 3DS Max for doing modeling and I instead prefer to use Blender when possible, however 3DS Max is very import for successfully exporting meshes with working collisions in Fallout 4. For this particular task, AutoDesk 3DS Max 2013 64-bit is required.
The reason 3DS Max is required for this process is because Bethesda Softworks actually includes the Havok plugin that you need for making collision-base objects which happens to be only for 3DS Max at the time of writing this post. If you haven't already, go ahead install HavokContentTools_2014-1-0_20140830_64Bit_PcXs.exe which will add the features that you need to 3DS Max 2013.
